Try placing a transmitter directly onto your base (multi room, corridor, hatch etc) and make sure the blue beam does not pass through a foundation. That solved a similar problem in my game. Yeah, it does go through a foundation. But previously it was connected directly to the moonpool, and the bug was still there.

First, put one transmitter near the thermal plants so they all connect to the transmitter. Then when you start to make another transmitter, it should attach to the first one and you start to swim toward your base that's what i assumed would happen, but i'm only seeing the connection line from the 2 thermal plants to the first transmitter.
